The City of Pembroke is receiving $23,101.96 in provincial funding to make implement its investment attraction strategy.

Renfrew-Nipissing-Pembroke MPP Billy Denault announced the funding along with Minister of Rural Affairs Lisa Thompson July 10, as part of a total of $114,000 in projects across the riding being funded through the Province’s Rural Ontario Development Program.

“By supporting local businesses, municipalities and community organizations, these projects will strengthen our rural economy, create opportunities for growth, and ensure our communities remain competitive for years to come,” MPP Denault said.

Minister Thompson added, “The Rural Ontario Development program demonstrates our government’s commitment to supporting small, rural and northern communities across Ontario. Through investments that support local priorities and economic development opportunities, we are helping rural communities build strong foundations for long-term success.”

Pembroke’s project will implement the City’s Investment Attraction Strategy, a proactive initiative focused on attracting new businesses, entrepreneurs, professionals, and creative industries while supporting the growth and retention of existing businesses. Through targeted marketing, investor outreach, regional partnerships, and enhanced promotional tools, the project will showcase Pembroke’s investment opportunities and quality of life, helping to attract investment and talent, create jobs, address local service gaps, and strengthen the broader rural economy.

“[This] is an important investment in Pembroke's future,” said Mayor Ron Gervais. “On behalf of City Council, I want to thank the Ministry of Rural Affairs for recognizing the value of our Investment Attraction Strategy. This investment is about creating a community where businesses can thrive, talented people can succeed, and every resident can share in Pembroke's continued growth and prosperity.”

The project will cost about $56,000. The Province’s grant covers 50% of the cost with the remaining being covered by the City of Pembroke.

The project will be completed by December 31, 2026. Work has started on the strategy implementation.

PUBLIC MEETING CONCERNING PROPOSED AMENDMENTS TO
ZONING BY-LAW 2020-05 OF THE CITY OF PEMBROKE

TAKE NOTICE THAT the Council of the Corporation of the City of Pembroke will hold a Public Meeting on Tuesday, August 11, 2026, at City Hall at 6:00 p.m., to consider proposed amendments to Zoning By-law 2020-05 under Section 34 of the Planning Act R.S.O., 1990.

The Planning Advisory & Adjustment Committee will be discussing the application at their meeting set for Monday, July 27, 2026, at 4:30 p.m. in the Council Chambers at City Hall.

The proposed amendments are as follows:

1) Accessory Dwelling Units – addition of “per lot” to the provisions to bring the provisions in-line with the Planning Act. Addition of “Primary Dwelling Unit” definition. Addition of a “Minimum Dwelling Unit Size” for “Accessory Dwelling Unit(s)” provision of 400sq.ft. Addition of “Maximum Dwelling Unit Size” for “Accessory Dwelling Units” provision of 40% of “Primary Dwelling Unit”.

2) Public Authority and Public Use definitions shall be amended to mean that a Public Authority is the Corporation of the City of Pembroke and any Boards, Commissions or Committees of the City. A Public Use shall mean a building, structure or lot used for public services by the Corporation of the City of Pembroke or any Boards, Commissions or Committees of the City.

Further Section 3.30 Public Uses will amended to read as follows:

1. Public Services

Any land may be used and any building or structure may be erected or used for the purpose of a public service by a public authority, in this case the Corporation of the City of Pembroke or any local Boards Commissions or Committees of the City provided that:

a) The lot coverage, setback, height and yard requirements prescribed for the zone in which such land, building or structure is located are complied with, except for transmission facilities for gas, telephone, cable and electric power (i.e. poles, towers, lines and similar elements);

b) No goods, materials or equipment shall be stored in the open, except as permitted in such zone; and

c) Any building, structure erected in a Residential Zone under the authority of this paragraph shall be designed and maintained in general harmony with the residential buildings of the type permitted in the zone.

3) 260 Quarry Road – M1-5 to M1 – to reflect recent severance and lot addition

4) 5 Bennett Street & 7 Bennett Street – R4-15 to R4 – to reflect recent severances

5) 340 Matheson Drive – R4-15 to R4-23 – to correct duplicate site-specific zoning number used for both 340 Matheson Drive and 9 Bennett Street. No provisions to change

6) 140 Quarry Road – OS to M1 – to reflect recent severance and lot addition

7) Central Commercial – C3 – Zone Provisions – remove “Maximum Number of Dwelling Units per Lot” provision to reflect actual uses

8) Accessory Uses – add provision that accessory use lot coverage shall not exceed main use lot coverage If you wish to be notified of the decision of the Corporation of the City of Pembroke on the proposed zoning by-law amendment, you must make a written request to Owen Hutton at 1 Pembroke Street East, Pembroke, ON K8A 3J5 or ohutton@pembroke.ca.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Pembroke before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

EXPLANATORY NOTE: The Planning Department is recommending several proposed “housekeeping” amendments to the City of Pembroke’s Zoning By-law 2020-05. The department has noted inconsistencies regarding the zoning by-law and its schedules and wishes to modify the text within the zoning by-law document and its schedules accordingly.

The City of Pembroke will officially launch the Pembroke 200 campaign during a special ceremony on Wednesday, July 22, at 7 p.m. at Riverwalk Amphitheatre at Pembroke’s Waterfront Park.

The event will mark the official beginning of the community-wide campaign leading up to Pembroke's bicentennial celebrations in 2028. The evening will include remarks from local dignitaries and project leaders, followed by a ceremonial performance by the 2CMBG Pipes and Drums. Cake will be served, and displays featuring guidebooks and photographs from past anniversary celebrations will be available.

The launch also signals the next phase of the project. Following the formation of the Pembroke 200 Advisory Committee and its working groups, as well as the development of the project's vision and branding, the City will begin recruiting volunteers, community partners, sponsors, and participants to help shape events, legacy projects, and celebrations leading up to and throughout 2028 and beyond.

"Pembroke's bicentennial is an opportunity for our entire community to come together and create something truly memorable," said Mayor Ron Gervais. "This launch marks the beginning of a collaborative effort that will help shape how our community celebrates this historic milestone."
Members of the media are encouraged to attend the launch. The ceremony is also open to members of the public who wish to learn more about the project.

The City of Pembroke is pleased to announce that Ottawa River Transit (ORTC) has received the Project of the Year Award from the Institute of Transportation Engineers National Capital Section (ITE NCR).

On Friday, May 15, Angela Lochtie of the City of Pembroke and Jordan Papazoglou of Left Turn Right Turn were on hand to accept the award.

The Project of the Year Award recognizes a groundbreaking transportation project that contributes to quality of life, demonstrates excellence in innovation, creates sustainable environmental and climate impacts, and advances the practice and knowledge base of the transportation profession within the National Capital Region.

ORTC is the City of Pembroke’s three-year pilot on-demand public transit service. Rather than operating on a fixed route or schedule, riders request trips as needed, with booking available by app, online, or by phone. The service operates within Pembroke and is designed to provide a flexible and modern transit option for residents.

The success of the project to date reflects the strong collaboration between the City, transit consultant Left Turn Right Turn, transit service provider Mobility Transportation Specialists, and transit software provider Blaise Transit. The City is grateful to the ITE NCR for this honour and for recognizing the impact of innovative transit solutions in communities like Pembroke.

“This award recognizes the collaboration, planning, and commitment that have helped bring ORTC to life,” said Angela Lochtie, Director of Corporate Services for the City of Pembroke. “As the City continues to explore practical and responsive service delivery options, ORTC is an important example of how innovation can support local transit needs.”

The award was presented to Pembroke City Council on the evening of June 16, 2026.

The changeover to new, upgraded parking meters in the City of Pembroke is now complete.

Drivers will see the new black meters with digital screens at street parking spots in the downtown core and along Pembroke Street East. If a street parking spot has no meter, it is free, three-hour parking.

Metered parking is $1 per hour for a maximum of three hours. Drivers can pay with coins, debit or credit cards, or by using the HONK Mobile app.

TAKE NOTICE that the Council of the City of Pembroke passed an amending Development Charges By-law No. 2026-52 on the 2nd day of June 2026, under Section 2 of the Development Charges Act, 1997 (the Act).

AND TAKE NOTICE that the by-law is not appealable to the Ontario Land tribunal based on Section 19 (1.1) of the Act. The schedule of development charges in the City is not changed by the amending by-law.

The amending by-law provides for changes to the existing By-law 2021-26 to reflect an expiry date of June 7, 2031, unless it is extended by statute, regulation or By-law, or repealed at an earlier date.

The City’s current development charges schedule remains in effect and can be found on the City’s website at https://www.pembroke.ca/business-and-development/planning-and-land-use/development-charges/#CurrentDevelopmentCharges.

No key map is provided as the amending by-law applies to all lands located in the City of Pembroke.
