Police Service Board

As of April 1, 2024, the Community Safety and Policing Act, 2019 is in place across Ontario. The Community Safety and Policing Act (CSPA) requires there to be an Ontario Provincial Police Detachment Board for each detachment that provides policing in a municipality. The City of Pembroke will maintain its Police Service Board however the composition of the Board has been slightly altered.

The goals of the Pembroke Upper Ottawa Valley OPP Detachment Board are as outlined in Sections 68 to 71 of the Community Safety and Policing Act.

The Board also oversaw the development of the Community Safety and Well-Being Plan.

The Pembroke Upper Ottawa Valley OPP Detachment Board is comprised of five members. The council members and citizen appointments by council serve for the duration of the council term of office. The provincial appointee is appointed by the Ministry of the Solicitor General. At the first meeting each year, the board appoints a chairperson and vice-chairperson for that year.

Members of the Board must always act in the best interest of the public they represent. The Pembroke Upper Ottawa Valley OPP Detachment Board consists of five members:

Council Representatives: Mayor Ron Gervais (Chair) and Councillor Patricia Lafreniere

Citizen Appointed by Council: Christine Reavie, Dezai Bair-Patel (Vice Chair)

Provincial Appointee: Michael St Jean

Inspector Stephan Neufeld is the detachment commander for the Upper Ottawa Valley O.P.P. detachment. He is the key contact between the O.P.P., the board, and the City of Pembroke and provides information to the board for the board to carry out its duties. Inspector Neufeld is responsible for administering the police service and overseeing its operation in accordance with the objectives, priorities, and policies of the O.P.P., with adherence to local issues as brought forward by the board.

Members of the Pembroke Upper Ottawa Valley OPP Detachment Board must comply with Ontario Regulation 408/23. The purpose of the code of conduct is to guide and encourage appropriate behaviour on the part of the board members.

The Pembroke Upper Ottawa Valley OPP Detachment Board meetings are generally open to the public and held on a quarterly basis on the 4th Thursday of the month beginning at 1 p.m., and more frequently at the discretion of the chair. The meetings are held in council chambers at Pembroke City Hall. The meeting agenda and minutes (once approved) are available to the public.
