2025 City of Pembroke Private Property Tree Planting Incentive Program

Eligible property owners may receive up to 50% of their purchase of any trees, with a maximum of two trees per property owner, and up to a maximum rebate of $150.

City Council once again endorsed a Private Property Tree Planting Incentive Program. The program will provide a rebate to City property owners who plant a tree on the land located in front of their house/business.

The purpose of this rebate is to encourage homeowners and business owners to help increase and improve the City’s urban forest. The benefits of trees are numerous and are increasingly important to the achievement of a cleaner, greener environment.

The Private Property Tree Planting Incentive Program is based on a first-come, first-served basis up to a maximum budget availability of $2,500 for 2025. Eligible property owners may receive up to 50% of their purchase of any trees, with a maximum of two trees per property owner, and to a maximum rebate of $150.

Submitting an application does not guarantee a rebate - each application will be evaluated and processed on a first-come, first-served basis. City of Pembroke property owners planting trees on all residential, single and multi-family properties, and industrial and commercial properties may be eligible to participate in the program.

Application Process

  1. Fill out the application form in the following ways:
    1. Online Fillable Form
    2. Download, complete, and email the form to recreation@pembroke.ca (use the subject line "Private Property Tree Planting Incentive Program application".)
    3. Pick up a paper copy of the form from the Parks & Recreation Department (inside the Pembroke Memorial Centre at 393 Pembroke St. W.)
  2. Submit form, before/after photos, and original sales receipt (or legible photocopy) to the Parks and Recreation Department

Applicants are advised to keep a copy of their receipt and completed application for their records. 

The City of Pembroke reserves the right to inspect one or all of your newly planted trees. The City of Pembroke is not responsible for the warranty, planting, care, and ongoing maintenance of the tree.

All applicants are required to accept the terms and conditions of the Private Property Tree Planting Incentive Program, which include:

  1. Only trees purchased after May 1, 2025, and identified as growing in Zone 1, 2, 3, 4, or 5 are eligible for a 50% rebate, at a limit of two trees per property up to a total maximum of $150.
  2. In the event the Applicant has any tax, water or other arrears with the city, the rebate will be applied directly to the account(s).
  3. Rebates are only applicable to residents who own property within the City of Pembroke. Institutional property owners are not eligible.
  4. Properties where the requirement to plant trees is a subject of a site plan, building permit or other such municipal approval, are not eligible.
  5. The property where the approved tree is planted must be located within the City of Pembroke.
  6. There must be sufficient space to plant the tree and to ensure it has enough space to grow.
  7. The tree must be planted on the land located in front of the house/business. In some cases, a corner lot may be permitted to plant on the side lot on a case-by-case basis.
  8. Trees are not to be planted on public property, right of way or easement without written consent from the governing authority.
  9. Before the tree is planted, the homeowner is responsible for locating any service that may be located underground. Ontario One call can be reached at 1-800-400-2255.
  10. The property owner is responsible to dig the hole and plant the tree and afterwards, is solely responsible for maintenance of the tree.
  11. To obtain a rebate, you must fill out an application form. The program is on first-come, first served basis.
  12. Application form must be completed correctly and in full.
  13. Original receipt (or legible photocopy) and/or invoice must show the tree(s) has been paid in full.
  14. Before/after photographs must show clearly the location of the tree planted.
  15. The City of Pembroke reserves the right to inspect the tree after it has been planted.
  16. The City of Pembroke reserves the right to indemnify the municipality for any warranties, damages, costs and third party claims resulting from participation in this program.
  17. The City of Pembroke reserves the right to alter, cancel or discontinue the program at any time without notice.
  18. The City of Pembroke reserves the right to reverse the rebate if information provided on the application form is either incorrect or untrue, or if the terms and conditions of the program have been breached.
