Development Charges

The City of Pembroke imposes development charges (DCs) through the Development Charges By-law.

Development charges help finance the capital infrastructure required to support growth and development within the municipality.

Council enacted Development Charges By-law 2021-26 on May 4, 2021.

The by-law imposes development charges on lands developed within the City of Pembroke, except where exemptions are provided under the Development Charges Act, 1997 and within the by-law itself.

Development charges are collected by the City of Pembroke to help finance the construction of new capital infrastructure resulting from growth and land development within the municipality.

Development charges have been imposed for the following categories of municipal service:

  • Library Services
  • Parks and Recreation
  • Fire Protection Services
  • Development-Related Studies
  • Public Works
  • Roads and Related Services
  • Water Services
  • Wastewater Services

Development charges may be indexed annually without amendment to the by-law, in accordance with the annual change in the Statistics Canada Quarterly Construction Price Statistics.

Development charges are calculated and payable in accordance with Sections 26.1 and 26.2 of the Development Charges Act.

A building permit will not be issued until all applicable development charges have been paid, unless otherwise permitted under the legislation.

Payment of development charges may be deferred subject to the terms and conditions established through municipal policy.

Development charges are payable on all new residential and non-residential development unless exemptions are provided through the Development Charges Act or the City’s Development Charges By-law.
