Administration Department

The City's Administration Department consists of the CAO/deputy clerk, clerk, and an administrative assistant. The clerk is responsible for conducting council meetings and ensuring their decisions are carried through. The Administration Department is also responsible for correspondence between council and the City's departments and residents.

Commissioner of Oaths

The City of Pembroke provides the services of a Commissioner of Oaths. Commissioners are regulated under the Commissioners for Taking Affidavits Act, R.S.O. 1990, Chapter C.17, to take affidavits or declarations by asking you to swear or affirm that what is in the document is true. The clerk, deputy clerk, and treasurer of the City of Pembroke are by virtue of office commissioners for taking affidavits in the City of Pembroke.

The Commissioner is not responsible for the content of the affidavit, it is the responsibility of the person whose signature is being commissioned (“the deponent”). Persons swearing or affirming to a document must appear before the Commissioner of Oaths. The deponent must understand not only the details to which they will attest but also the fact that they are swearing an oath that the details are correct. The documents must be completed prior to presenting them for Commissioner, with the exception of their signature. Documents must be signed in the presence of the Commissioner of Oaths. You must be physically present and provide one original piece of photo identification in the form of government-issued photo identification (i.e. a valid driver’s licence, a valid passport or a BYID age of majority card). The Commissioner of Oaths must be satisfied with the authenticity of the person’s identity and signature before they can sign the documents themselves. This is usually confirmed through comparing the signature on a valid piece of identification such as a driving license, passport, etc. Please do not sign the document in advance, as the commissioner must witness your signature.

  • Real Estate documents, including transfer of land and rental lease agreements
  • Estate Settlement documents including transfers of money or estates of a deceased person
  • Declaration for replacement of shares
  • Documents related to finance (Banking information, RRSP, etc.)
  • Court, Legal and/or Civil issues related documents
  • Ministry of Community and Social Services Family Responsibility Office forms
  • Incomplete documents
  • International educational institution or association documents, including photographs
  • Any documents requiring the signature of a guarantor (document will note this requirement)

You will need to take these documents to a lawyer for appropriate advice and assistance.

The commissioner reserves the right to refuse to commission documents.

The fee for Commissioner of Oaths services to City of Pembroke residents and ratepayers is $10. The fee for these services for non-residents/non-ratepayers is $20. This fee is charged in accordance with the City’s By-law 2023-44. These services are available during regular office hours but it is recommended that you call the office ahead of your arrival to ensure that a commissioner is available.
