As of September 2016 Pembroke has launched it's Community Improvement Plan (CIP). A Community Improvement Plan is a tool used by municipalities to assist in community revitalization and achieving economic, community planning, and urban development goals through encouraging private-sector investment.

The City of Pembroke is open for business with over 700 acres of vacant land. Along with privately held land, the City maintains two industrial parks with land available from $10,000 per acre plus frontage. Lots are configurable and may be smaller than an acre parcel. From March- December 2017 the City of Pembroke conducted Business Retention and Expansion Surveys to better understand the concerns and opportunities for our businesses. The survey focused on manufacturers and employers with over 15 employees. The survey was done with support from the Pembroke Economic Development Advisory Committee (PEDAC).
