The City’s Building Department reviews and issues building, plumbing, demolition, sign and swimming pool permits for all development within Pembroke. The Building Department also oversees the Property Standards By-law and the Sign By-law.

Human Resources is responsible for managing the Corporate Human Resources functions including recruitment, benefits, wage and salary administration, labour and staff relations and negotiations and administration of collective agreements.
Under the direction of the Operations Committee of Council and City Council, the mandate of the Operations Department is to administer and manage public infrastructure including water mains, sanitary sewers and storm sewers, municipal roads, bridges and sidewalks, traffic signals and street lighting, capital projects, the Utilities facilities including Water Purification Plant & Pollution Control Plant, and oversees the collection program of garbage, recycling and organic material.
The Parks & Recreation Department oversees the planning and implementation of recreation programs, bookings for City-owned facilities, and special events.
