January 4, 2010 Nomination and Campaign Period commences

 

September 10, 2010 Nomination Day ( 9:00 a.m. to 2:00 p.m. )  

October 25, 2010 Election Day ( 10:00 a.m. to 8:00 p.m. )  

A polling station shall be established at Pembroke City Hall , 1 Pembroke Street East , Pembroke on Election Day. A polling station means a voting place under the supervision of a Deputy Returning Officer where electors may receive assistance to vote by Internet or telephone, or who may receive their paper ballots and deposit them directly into a ballot box.

By-law 2010-03 a by-law to authorize voting by Internet and telephone for the 2010 Municipal Election in the City of Pembroke .

MUNICIPAL OFFICES FOR WHICH PERSONS MAY BE NOMINATED

Mayor     One (1) to be elected

Councillors   Eight (8) to be elected

 

QUALIFICATIONS OF CANDIDATES

 

In order to run for municipal council, a candidate must be:

•  a resident of the municipality or a non-resident owner or tenant of land in the municipality or the spouse of such non-resident owner or tenant;

•  a Canadian citizen;

•  at least 18 years old;

•  not legally prohibited from voting; and

•  not disqualified by any legislation from holding municipal office.

SCHOOL BOARD TRUSTEE ELECTIONS  

Trustee, Renfrew County District School Board

Public English Language Trustee

One (1) to be elected for the area of the City of Pembroke  

Conseillier (ère), Conseil des écoles publiques de l'Est de l'Ontario

Un (1) elu pour le secteur 1 qui comprend les comtés de Lanark et de Renfrew

 

Trustee, Renfrew County Catholic District School Board

Separate English Language Trustee

One (1) to be elected for the area of the City of Pembroke

 

Conseillier (ère), Conseil des écoles catholiques due Centre-Est

Un (1) elu pour le secteur 3 qui comprend le comté de Renfrew et le canton de South Algonquin  

QUALIFICATIONS OF CANDIDATES

 

In order to run for a school board, a candidate must be:

•  a resident in the area of jurisdiction of the board;

•  a Canadian citizen;

•  at least 18 years old;

•  eligible to be an elector of that school board for which the person is a candidate (e.g. if seeking office for a French-language separate school board, you must be a French-language separate school elector);

•  not legally prohibited from voting; and

•  not disqualified by any legislation from holding office.

 

TERM OF OFFICE

 

The term of office is four years, beginning on December 1, 2010 after the election.  

In order to raise campaign funds or incur campaign expenses, you must first be nominated. You can only be nominated for one office at a time.

 

HOW TO BE NOMINATED

 

Nominations for the positions listed must be made on the Form 1 Nomination Paper available at City Hall, or downloaded from this site and brought to City Hall during normal office hours ( 8:30 a.m. to 4:30 p.m. , Monday to Friday) between January 4, 2010 and May 21, 2010, (8:00 a.m. to 4:00 p.m., Monday to Friday) between May 25, 2010 and September 3, 2010, (8:30 a.m. to 4:30 p.m.) between September 7, 2010 and September 9, 2010 and between 9:00 a.m. and 2:00 p.m. on September 10, 2010 (Nomination Day ).

The prescribed nomination filing fee of $200.00 for the Head of Council and $100.00 for all other offices must accompany the signed form. The filing fee is payable by cash, certified cheque or money order made payable to The City of Pembroke . Full details on the procedures to be followed may be obtained from the Returning Officer.  

1)   Obtain and complete a Form 1 Nomination Paper available by downloading the form, or at City Hall.  

2)   Nomination forms must be filed, either in person or by your agent, with the Returning Officer at City Hall between Monday, January 4, 2010 to Friday, May 21, 2010 from 8:30 a.m. to 4:30 p.m., and Tuesday, May 25, 2010 to Friday, September 3, 2010 from 8:00 a.m. to 4:00 p.m., and Tuesday, September 7, 2010 to Thursday, September 9, 2010 from 8:30 a.m. to 4:30 p.m. , and Friday, September 10, 2010 (Nomination Day) from 9:00 a.m. to 2:00 p.m. You can only file a Nomination Paper in person or by an agent. It cannot be filed electronically or by fax.

3)   Complete and sign a Form EL18(A) Declaration of Qualifications Council or a Form EL18(B) Declaration of Qualifications School Trustee in the presence of the Returning Officer.

4)   Pay the prescribed nomination filing fee of $200.00 for office of the Mayor or $100.00 for all other offices (Councillor, School Board Trustee) at the time of filing the Nomination Paper (cash, certified cheque or money order payable to The City of Pembroke ). You will be entitled to a refund of the filing fee if you are elected, or receive two percent of the votes cast for the office or if you withdraw your nomination. Please note, a campaign bank account is required of all candidates.

Your Nomination Paper will be examined by the Returning Officer on Monday, September 13, 2010 , and either certified or rejected. You will be required to show proof of your identity and qualifications prior to certification.

If you decide that you want to withdraw from the election, you must notify the Returning Officer in writing by 2:00 p.m. , on Friday, September 10, 2010 . You are still required to submit a financial disclosure covering the financial transactions made up to the point at which you withdrew.

 

WHO MAY VOTE?

 

A person is entitled to be an elector in the City of Pembroke (unless prohibited by the Municipal Elections Act, 1996, or any other Act) if, on Voting Day ( October 25, 2010 ) he or she:

•  is a Canadian citizen;

•  is at least eighteen (18) years old;

•  is a resident in the City of Pembroke , or is the owner or tenant of land in the City of Pembroke , or the spouse of such a person; and

•  is not prohibited from voting by law, as noted below.

 

PERSONS PROHIBITED FROM VOTING

 

•  a person who is serving a sentence of imprisonment in a penal or correctional institution.

•  a corporation.

•  a person acting as executor or trustee or in any other representative capacity, except as a voting proxy in accordance with Section 44 of the Municipal Elections Act, 1996 .

•  a person who was convicted of the corrupt practice described in Subsection 90 (3) of the Municipal Elections Act, 1996 , if Voting Day in the current election is less than five years after voting day in the election in respect of which he or she was convicted.

 

WHERE AND HOW OFTEN MAY I VOTE?

 

An elector whose name appears on the Voters' List is entitled to vote, subject to the following:

 

•  an elector may vote only once in the City of Pembroke , even if they own more than one property in the City.

•  if the elector is a Non-Resident and owns more than one property, the elector may still only vote once in the City of Pembroke .

•  in the case of school board trustee elections, the elector is only permitted to vote once for his/her school board trustee even if the elector owns more than one property in more than one municipality that is contained within the jurisdiction of the school board.

•  students who reside "away from home" may vote in two places, within the municipality where they attend school and within the municipality where their family resides (their "home").

 

VOTERS' LIST

 

The Voters' List is prepared by the Municipal Property Assessment Corporation (MPAC) and is supplied to the Municipal Clerk.  

Beginning September 1, 2010 , a copy of the Voters' List will be available for public viewing at Pembroke City Hall , 1 Pembroke Street East , Pembroke , ON during normal business hours, Monday through Friday.

 

WHAT IF MY NAME IS NOT ON THE VOTERS' LIST?

 

If you are a qualified elector, and your name does not appear on the Voters' List,

you must go to Pembroke City Hall , 1 Pembroke Street East , to complete the necessary application. Applications to amend the Voters' List will be accepted by the Clerk's department, during regular business hours (Monday through Friday, 8:30 a.m. to 4:30 p.m. ), commencing September 7, 2010 up to and including Election Day October 25, 2010.

 

WHAT IF MY NAME IS NOT ENTERED PROPERLY ON THE VOTERS' LIST?

 

If you are a qualified elector, and your name does not appear correctly on the Voters' List, you must go to Pembroke City Hall , 1 Pembroke Street East , to complete the necessary application. Applications to amend the Voters' List will be accepted by the Clerk's department, during regular business hours (Monday through Friday, 8:30 a.m. to 4:30 p.m. ), commencing September 7, 2010 up to and including Election Day October 25, 2010.
